Book excerpt: During the sessions of the 1993 Pacific Symposium, speaker after speaker suggested that economics and national as well as regional security have now become inseparable. In fact, as several speakers noted, the concept of national security in a world that has turned from global to regional concerns may indeed begin with economics. There was general agreement on two themes. First, open and friendly economic cooperation could, by its nature, encourage multilateral approaches to major challenges to the enduring security of the Pacific. Second, for numerous historical and strategic reasons, a continued U.S. presence in the region was not only desirable but essential to maintain the stability that engenders economic growth.
