THE SOLDIERS* AND SAILORS' INSURANCE ACT. With the entry of the United States into the great conflict now raging in Europe, the Federal Government adopted a new system of insurance and compensation for its soldiers and sailors and their families and dependents. The glaring inequalities of the pension system, together with its enormous expense, resulted in its own downfall, and the substitution of a more enlightened method of insuring those in its military and naval services who give up their lives and of caring for those who returned permanently disabled. In addition to its insurance and compensation features, the act provides for the establishment of a system of reeducating disabled soldiers and sailors to aid them in finding work suitable to their condition of disability at the conclusion of the war. It will be of interest to the country at large to learn how the soldiers and sailors are applying for Insurance with the Government. At the close of "business" January 26th the number of applications received totaled 551,849, aggregating $4,663,420,500, being an average of $8,451 per man. These figures apply only to "boys" in this country and do not include those "over there;" in other words they do not include the overseas division. The new law is public No. 90 and is popularly known as the Soldiers' and Sailors' Insurance Act. It was passed at the last session of Congress. The act was drafted by a committee headed by Judge Julian W. Mack, in cooperation with officials of the War and Navy Departments. The administration of the law was placed in charge of the Bureau of War Risk Insurance which was enlarged by the creation of a Division of Military and Naval Insurance. William C.
