Book excerpt: This thesis examines the unique and important role that the California Department of Parks and Recreation (DPR) has in managing natural resources in the state of California. It evaluates DPR's performance through specific case studies of natural resource management in two DPR park units of their Santa Cruz district. It argues for a checks and balances system for the DPR's natural resource management practices. To evaulate DPR's natural resource management, I first explore the statewide organizational structure of DPR. The same data are studied for one district of DPR--the Santa Cruz district. Following this are two case studies which show how natural resource management is implemented in the Santa Cruz district. Analysis includes staff and budget allocations, DPR's natural resource management policies, directives, and regulations, and DPR's role as compared to other public agencies involoved in natural resource management and protection. After the analysis of DPR's procedures and operations I recommend improvements in natural resource management on DPR lands. These include improved standards for employee qualifications, continued education for all employees regarding resource management, implementation of resource projects which already have management plans, use of scientific methodology for project implementation and data collection, and greater funding and consistent attention to natural resources throughout DPR.
