Book excerpt: The purpose behind the formulation of this Manual is to provide students, parents, teachers, school administration and safety groups, as well as city officials, with information regarding the establishment of controlled crossings along the safe school route for children traveling to and from school. A school pedestrian safety program must be more than the arbitrary assignment and installation of controls, it must be a program that enables both school children and motorists to understand the need for traffic controls and the way in which these controls function for their benefit. To achieve the uniformity of traffic controls needed in school areas, it is important to have a balanced program of three main elements, which are, engineering, education, and enforcement. This Manual has been prepared as a guide for the City of Webster City and is not to be relied upon as creating any legal obligations on the part of the City. The policies and practices herein have been patterned after nationally accepted standards and those in use in other cities, including Des Moines, Cedar Rapids, and Urbandale in Iowa and Omaha, Nebraska. The Manual defines areas of responsibilities and various types of crossing protection. It presents methodology for determining safe school routes which in turn leads to establishment of designated school crossings and the need for crossing protection at said crossings. And, finally, the Manual presents a plan of routes and protection developed utilizing the above and the procedure for updating the proposed plan.
