Book excerpt: The purpose of the New York State Strategic Highway Safety Plan (SHSP) is to promote best practices and strategies that, if implemented, could have a substantial impact on reducing fatal and serious injury crashes. The SHSP is a major component of the Highway Safety Improvement Program (23 USC Section 148) and was developed through a collaborative process involving public and private sector safety partners. The SHSP is intended to complement the other strategic planning processes undertaken in the state to meet federal eligibility requirements for funding in specific program areas.
