The Governor also points out that the state treasurer coordinates the preparation of the state budget, monitors the outlays of funds, operates the tax and pension systems, manages all state buildings and leases, raises money in the bond market, invests New Jersey's then $21 billion in assets and operates a highly complex telecommunications system, all while sitting on 37 boards.
