This paper analyzes the evolution of the Turkish political and economic involvement in the Central Asian states from the heady enthusiasm and optimism of 1991-2 through the disappointment of the first Turkic summit of October 1992, to the greater realism of the mid-1990s. Winrow argues that feelings of Turkic brotherhood and solidarity still play an important role in shaping popular and official perceptions of the region and will encourage Turkey to remain major player in Central Asia.
