This research was part of a two-year study for developing warrants for conversion from two-way to one-way frontage roads. Interviews were conducted with 121 individuals in 15 different small and medium-sized cities in Texas. All of the 15 cities have freeways with two-way or one-way frontage roads. The results of the attitude survey showed that the increased safety associated with one-way frontage roads is universally recognized by all interest groups. Operational considerations, such as capacity, are much less understood.
