Book excerpt: This paper examines the rapid growth since 2002 of Beijing Hyundai Motor Company (BHMC) - the joint venture between Korea's Hyundai Motor Company and the government-owned Beijing Automotive Industry Holding Corporation. The success of BHMC is an outstanding achievement given 1) Hyundai's late market entry, 2) Hyundai's weak brand name, and 3) the relatively weak position of its Chinese partner in the foreign JV scene prior to Hyundai's entry. This paper analyzes the politics behind BHMC's initial success from 2002 to 2005 and examines the interplay between non-market and market factors. The author argues that the Chinese central government and Beijing's municipal government not only adopted vigorous regional protectionist and promotion policies, but also provided Hyundai with considerable leeway to build its own supplier networks. Using the Beijing Hyundai case, the paper demonstrates the importance of non-market factors in shaping the Chinese auto industry, focusing on the way multinational firms interact with and the authorities and the regulations of host country. The Chinese auto industry serves as an interesting lens through which to examine the effects of different types of industrial policies and the interplay among rules at the international, national and regional levels.
