The objective for using force is to overcome the suspect' s resistance to an officer's lawful purpose. The officer must be able to articulate why a specific use of force was justified. The officer's justifications to use force must be so clear to the officer involved that he would not hesitate when faced with this decision. The consequences of hesitation or inaction because of inadequate training can be devastating. Therefore, the officer must carefully consider the use of force.
