Book excerpt: Governor Kean mentions that New Jersey had been suffering from its lowest level of rainfall in 55 years (April 1985) and he had declared a drought emergency in 93 New Jersey towns with certain restrictions on non-essential outdoor use of water. On May 17, 1985, Kean extended the emergency to include the entire state and water rationing was ordered for the above mentioned 93 towns. This press conference was called to bring everyone up to date on the progress made in combating the drought and to annouce the suspension of certain restrictions. He also applauded the united conservation effort New Jerseyans made and urged that the efforts continue, saying that 'every drop counts.'
