Understanding the root causes of the mutations occurring in today's African states will help to build legitimacy for future Internal Security Assistance Programs and Military Operations Other Than War. The study explains how the emergence or the empowerment of traditional, civil society, and religious leaders loosens the states' authority, by atomizing the centers of decision. Then, to promote stability in the continent, shape a better environment, prevent conflicts or respond to crisis will always depend on how sub-state actors are managed in order to empower leadership at national level. This thesis advocates to implement long term strategies designed to progressively erode the influence of traditional and religious leaders while using them in focused areas and at limited levels to fulfill intermediate objectives.
