Book excerpt: Strategic-planning issues in energy policy involve a complex mix of technical, economic, environmental, and social considerations that must be analyzed and understood. Quantitative analysis can assist in the definition of the policy problem and the identification of interrelationships between the various elements of policy. Such analysis must, of course, be accompanied by and compatible with a more qualitative approach to the legal, political, and institutional factors that bear on policy as well as the human-value judgments that are involved. A comprehensive set of energy system and economic models have been integrated in a collaborative activity between Brookhaven National Laboratory and Data Resources Inc. to analyze the effects on economic development of alternative research and development strategies and the role of technology in supporting broader energy policy objectives of resource conservation and environmental protection. The scope and general structure of these models are described along with an outline of policy applications that have been accomplished.
