Consideration of this bill was postponed because of the civil war, but it was finally enacted in 1862; and to it we owe the great, democratic land - grant colleges of this country, such as Cornell University and the universities of Iowa, Michigan, Illinois and Wisconsin, in fact, we have one in every northern State.
